Which Luxembourg requirements must come first?
Local constraints eliminate configurations that look satisfactory on a standard feature grid. There are four of them. The ability to produce a FAIA audit file at the AED's request. Alignment with the standard chart of accounts, or failing that a documented mapping table. Feeding the eCDF filing with the trade and companies register. And issuing structured invoices compliant with the Peppol network.

What is the real difference between Community and Enterprise?
Community is the free version. Enterprise is the licensed version, adding modules and functions absent from Community. For Luxembourg accounting use, the dividing line is sharp.

Is Odoo.sh a third edition?
No, and the confusion is sustained by commercial presentation that lines up three options on a single axis. Odoo.sh is a hosting and development platform for Enterprise. You choose an edition first, then a hosting mode.
The selection criterion for hosting is not company size but the existence of bespoke development. A ten-person SME with a custom business integration needs test environments more than a hundred-person group running a standard configuration.

Which cost line actually decides the project?
Not the licence. On a Luxembourg SME project, the dominant lines are, in the usual order, data migration, local tax configuration, user training, then the licence.
Choosing Community to save the licence therefore rarely produces a net saving: the cost of working around missing functions generally exceeds the cost avoided, particularly on bank reconciliation. And local tax configuration should never be delegated without Luxembourg accounting competence, because the validity of a fiscal position is not a technical question.

Integrator or accountant?
The two competences are distinct and rarely combined. The integrator deploys, develops and maintains. Tax configuration, validation of VAT positions and responsibility for the compliance of the accounts sit with an accounting professional.
A technically excellent integrator can deliver a perfectly functional and fiscally wrong system. The reverse also happens.
